Combining census data and recent research on voter file missingness, McKinney Gray finds that nearly 25 million Black and Latino eligible voters are missing from or misidentified in the voter file. This research proposes a path forward through case studies of innovations from organizing groups who have been finding and engaging hundreds of thousands of “missing voters” every year. This report documents the ways that Black, Latino, and AAPI individuals and communities are systematically ignored by current digital and technological systems of voter engagement.
